The Maryland Consolidated Transportation Program (CTP)

What is it?

The Maryland Department of Transportation (MDOT) released its draft Consolidated Transportation Program (CTP), Maryland’s six-year capital budget for transportation projects, for Fiscal Year (FY) 2025- FY 2030. 

The FY 2025 – FY 2030 CPT is aligned with the State transportation vision, principles and goals documented in the “Playbook” – an overview of the State’s long-range transportation plans.

The CTP contains projects and programs across MDOT (i.e., MDOT Maryland Aviation Administration, the MDOT Motor Vehicle Administration, the MDOT Maryland Transit Administration, the Washington Metropolitan Area Transit Authority, the MDOT State Highway Administration, the MDOT Port Administration, and the Maryland Transportation Authority). 

The CTP includes capital projects, which are generally new, expanded, or significantly improved facilities. These projects generally involve activities like planning, environmental studies, design, right-of-way acquisition, and/or construction.

Between September and November, MDOT leadership meets with each county in Maryland, along with Baltimore City, to share the draft CTP. Some people refer to this tour of the counties as the “MDOT Roadshow.”

How can you get involved?

  • Review your county’s priority letter, discussing the projects your county wants MDOT to prioritize for funding. 
    • Do your county’s priorities include improved bicycle and pedestrian facilities? Do you see a project you support or oppose? If so, write your county council representatives and county executive to let them know what you think.
    • Counties should submit their priority letters to MDOT by April 1st each year. This fall is a good time to share your feedback with county officials on what they included in their 2024 letter, and what your county should prioritize in the 2025 letter due on April 1st.
  • Attend, watch, or listen to MDOT’s meeting with your county. The MDOT Roadshow schedule is here. Note: If your county’s meeting already occurred, some counties post recordings online.
  • Review the draft CTP.
    • Warning: It is long.

      • Starting on page 281, the budget describes the projects for MDOT State Highway Administration (SHA), which builds and maintains roads throughout the state, for both statewide projects, and then details projects county-by-county.
  • Review the State transportation Playbook.
  • Write your county executive & county council members to share your feedback on the county priority letter and to let them know what projects your county should be asking MDOT to prioritize to support better walking, biking, and rolling in your community.
